PROBLEM TO BE SOLVED: To obtain a dehydration effect without using chemicals and without releasing odors by using a means which heat-treats sludge in a vacuum can body with total heat steam until hydrophilic colloid is produced, promotes evaporation, converts steam completely into condensed water by a condenser, a water seal apparatus, and a water seal type vacuum pump, and discharges the condensed water into a storage tank. SOLUTION: Sludge is charged into a flask type vacuum can body 1 through a sludge charging pipe 2 without adding a flocculant and a filtration auxiliary. The sludge is heat-treated at an evaporation temperature or above by total heat steam discharged from a total heat steam direct ejection nozzle 19 to convert into hydrophilic colloid. Next, pressure-reduced steam of about 70 deg.C supplied to a jacket 18 conducts heat and continues to add the quantity of heat to the sludge so that water in the sludge is evaporated. Evaporated water is converted into steam, which is introduced into a water seal apparatus 6 through a condenser 4 and a jet condenser 5 and condensed completely into condensed water, which is discharged. In this way, a 95-99% dehydration effect can be obtained.
