PROBLEM TO BE SOLVED: To provide technique for performing not only timing verification but also timing design, the optimization and the solving of inconsistency. SOLUTION: A detection part 21 detects the combination (set) of events provided with resource contention. A sorting part 22 aligns the respective combinations detected in such a manner in the large order of the total of the required time of the respective events provided with the resource contention. A selection part 23 successively takes out the combination from the combination of the large total of the required time, that is from the aligned combination of a first order. A verification part 24 calculates an entire processing time by performing the timing verification based on the respective execution orders of the probable events as of the combination selected in such a manner. An adoption part 25 adopts the execution order of the small entire processing time as the execution order of the events as of the combination.
