PURPOSE: A peptide or pharmaceutically acceptable salt thereof is provided which promotes activation of latent TGF(transforming growth factor)-beta and can be used to treat or prevent cancer, retinitis caused by diabetes and so on. A method for screening TGF-beta activity regulators is also provided. CONSTITUTION: A peptide has a structure of formula I( R1-A-R2 ), wherein R1 is hydrogen, alkanoyl, aroyl, heteroarylcarbonyl, alkoxycarbonyl, aryloxycarbonyl or heteroaryloxycarbonyl; R2 is hydroxy, alkoxy or amino; and A is selected from a sequence of the precursor of TGF-beta. A method for screening TGF-beta activity regulators comprises the steps of: adding latent TGF-beta to a cell of an animal, followed by measuring quantity of the latent TGF-beta; adding the peptide of formula I to the cell of the animal; and measuring change in the quantity of the latent TGF-beta.
