The flow medium passes from the inlet channel to the outlet channel via a constriction formed from a tubular section (9) fitting into the outlet channel (8) which has a circular cross-section. The wall of the tubular section has a port (11) interacting with the inlet channel (12) for throttle action. The tubular section can be moved in rotation or translation by a manual setting member. The manual setting member comprises a bolt (10) movable at the end manually in rotation or translation. The other end has a positive locking connection such as a screw connection, with the wall of the tubular section.
