PURPOSE: To easily form an accurate face observation record as always seen in a predetermined direction or at a predetermined position irrespective of the difference of the direction or the position of photographing. ;CONSTITUTION: A face approximate plane is formed at a predetermined position with respect to a tunnel face. A plurality of reference points in which the positional relationship are known are marked on the plane. A face observing unit 1 forms a face observation record KK based on a photographic image SG1 obtained by photographing the tunnel face on the photographing plane together with the points. The unit 1 has a memory 11 for storing the image SG1. A corrected plane setter 7 calculates to set a corrected plane parallel to the face approximate plane based on the positional relationship between the reference point image at the image SG1 and the camera focus and the positional relationship between the plurality of the points. A perspective transformation controller 7b perspectively transforms the image SG1 to the corrected plane with the focus as a center.
