PROBLEM TO BE SOLVED: To obtain a lightweight sound absorbing and insulating plastic sheet material having excellent sound absorbing and insulating effect in low and medium sound area as a building material and soundproof wall use and obtain a sound absorbing and insulating panel by using the sheet material. SOLUTION: This sound absorbing and insulating plastic material is obtained by including capsules containing magnetic fluids into a plastic sheet-like material. This sound absorbing and insulating plastic panel is obtained by bonding a fiber-reinforced plastic sheet on at least one side of the sound absorbing and insulating sheet material. The sound absorbing and insulating plastic sheet 1 and the sound absorbing and insulating plastic panel are each excellent in electromagnetic wave insulating effect.
