SOLUTION: An object code 7 is obtained from an input code 5 by using a compiler 6. The object code 7 is executed in a simulator or a target machine to obtain profile data 1. A start-up routine generating part 2 for selecting data required to be quickly accessed from the profile data 1 including information related to cache access generates a variable arrangement map 3 for previously storing selected data in a cache and a start-up routine 4 for executing the execution preprocessing of a program including a code and a linker 8 mutually relinks the map 3, the routine 4 and the code 7 to obtain an object code 9.
