PROBLEM TO BE SOLVED: To provide a technique by which a change in an ink amount and a water amount which are highly interrelated with a variation in the color of printed matter resulting from a difference in the kind of a printing press and periodic data obtained by a reciprocating roller is dispensed with and further, both ink and water amounts can be stably measured in a short time with the best suited applicability of the technique for controlling the print quality of the printed matter.;SOLUTION: A measuring roller comes into contact, in a freely rotatable manner, with an inking roller which shows a high interrelationship between the ink and the water amount of a mixture of ink and water and a variation in the color of the printed matter and reproduces the increase and decrease of the ink and the water amount through the contact. An ink and water amount measuring sensor is always kept distant as specified from the measuring roller at any selected position in the width direction of the roller.
