PROBLEM TO BE SOLVED: To provide a fitting pipe and a filling construction method, capable of continuous filling work and uniform tunneling work in a short time. ;SOLUTION: A cap 6 is attached onto one end of a filling pipe 3, a filling hole 4 is formed at even intervals in the longitudinal direction, and a bag 5 is formed so as to cover the filling hole 4. The filling hole 4 is formed in the middle of the bag 5. The filling pipe 3 is inserted into a slot 2 punched in a natural ground 1, and a filling material is pressure-fed to the filling pipe 3 to improve the natural ground 1.
