PROBLEM TO BE SOLVED: To reliably prevent illegal use and alteration of cards such as a telephone card, a bank card, a pachinko card. ;SOLUTION: An identification symbol and illegality preventing data which can be read by a card reading part are recorded in a card, and the identification symbol and the illegality preventing data are registered in a memory. Whenever the card is used, the identification symbol and the illegality preventing data of the card are collated with those registered in the memory.
