SOLUTION: While using a book or accessing to a charging home page, a card reader 2 and a computer main body 3 are connected through a USB cable, etc. In the case of the program of not-overlapped normal user information or user information registered in a server 5 to be set to a part of the not- overlapped information of the IC card and a part of the program at the time of inserting the IC card, which is scheduled to be issued to all the nation by the government, into a card reader, the program is collated and authenticated at the time of accessing to the charged home page and each time when a URL is moved at the time of starting using the book and during use of it. In the case of judging that a user is not a normal user as the result of collation, when the program is an execution file, its execution or decoding are cancelled and when the program is charged to access to, a server 5 stops accessing to the home page.
