PROBLEM TO BE SOLVED: To promptly conduct a test by a method wherein the maximum work capacitance is set so that a resonance frequency is higher than frequency of a test voltage and variations of a to-be-tested object (work) capacitance are considered, and setting is made so as to resonate at more than the maximum work capacitance. ;SOLUTION: Before a dielectric strength test is started, test conditions, namely a test voltage value and a test frequency value, are input to a controller 9. The maximum oscillation voltage of an oscillator not exceeding a prescribed test voltage in a range of variations of capacitance of a work 4, namely an initial oscillation voltage for obtaining a prescribed test voltage at the time of resonance, is calculated. Under control of the controller 90, an oscillation voltage control part 6 is controlled to oscillate an initial oscillation voltage. The initial oscillation voltage applied to both ends of the work 4 when the initial oscillation voltage is oscillated in measured in a test voltage monitor part 8 and an oscillation voltage for obtaining the prescribed test voltage is calculated. The oscillation voltage control part 6 is controlled and a test voltage is applied at the calculated oscillation voltage and a prescribed dielectric strength test is executed.
