PROBLEM TO BE SOLVED: To easily execute the operation at a low cost by applying a coating material for a mirror face on the surface of steel and thereafter coating same with a corrosion resistant metallic thin sheet. ;SOLUTION: As the coating material for a mirror face, an epoxy resin coating material or the like can be used. As to the coating material for a mirror face, the resin component contained therein infiltrates into a porous rust layer and hardens the rust layer to make the brittle rust layer dense. Simultaneously, the coating material is substituted with air in the rust layer to eliminate pinholes in the rust layer. In this way, even when water and corrosive substance infiltrate from the outside, their arrival at the surface of steel is checked, and the corrosion of the substrate steel can be prevented. Moreover, the coating material is contacted with moisture in the rust layer and takes the moisture into the resin of the coating material to prevent the progression of the corrosion of the steel. The surface of the steel subjected to substrate treatment by the coating material is coated with a corrosion resistant metallic thin sheet.
