PROBLEM TO BE SOLVED: To switch low-temp. carbonization and fermentation appropriately to each other in accordance with the kind of a material to be treated. SOLUTION: The operation of a heating medium feeder 2 is controlled based on the output of a temp. sensor attached to a treating tank 1 to keep the inside of the tank 1 at 100 to 250 deg.C, and a material to be treated is carbonized at a low temp. in one mode. The inside of the tank 1 is held at =130 deg.C, the contact temp. of the material is kept at 40 to 100 deg.C, and the material is fermented in the other mode. Both modes are switched to each other in accordance with the kind of the material.
