PROBLEM TO BE SOLVED: To perform the check of the electronic money of illegal transaction by each money exchange ticket unit, and to simplify follow-up investigation concerning any crime, and to enrich a security function.;SOLUTION: Individual issue numbers and keys per issuing medium in all money exchange tickets circulating at present are applied to electronic money so that circulation history management for each money exchange ticket can be performed (an electronic money information data base 11 and an owner information data base 12). Also, history information and balance information for each money exchange ticket is owned by the electronic money cards of a payer and a receiver, and the history information and balance information for each money exchange ticket of each owner in an electronic money center is collated with the history information and balance information for each money exchange ticket on the electronic money information data base so that it is possible to perform forged money check, person himself confirmation, and same money exchange ticket double use check or the like, and to prevent the illegal use of the card, and that it is possible to simplify follow-up investigation when any crime is generated.
