PROBLEM TO BE SOLVED: To provide a physical random number generating method and a random number generating circuit, which can be incorporated into an LSI and to provide a semiconductor integrated circuit device and an IC card, on which the circuit is mounted. SOLUTION: A thermal noise generated by a thermal noise generating element is sampled, and extracted in the configuration of charge, and integrated into DC, and voltage amplified, and the amplified voltage signal is analog/digital converted, so that a random number constituted of plural bits can be obtained. Thus, by efficiently extracting thermal noise, and the frequency band of a voltage amplifier circuit is reduced, and the degrees of freedom for circuit setting is increased.
