PROBLEM TO BE SOLVED: To maintain waste plastic small lumps of which temperature rises by frictional heat approximately at specific temperature without adding water by increasing or decreasing the number of rotations of a mixing blade based on the temperature of the waste plastic small lumps. SOLUTION: By heating waste bumper by a frictional heat of mutual waste- bumper small lumps, and the temperature is raised, and coating of the waste- bumper small lumps is easily peeled off. Besides, the temperature of the waste bumper is detected by a temperature sensor 11, and inputted into a control board 14. Then, when the temperature of the waste bumper becomes higher or lower than a specific value, a command is outputted from the control board 14 to an inverter 13, a number of revolutions of a motor 4 is decreased or incoreased, and a number of revolutions of a mixing blade 6 is decreased or increased. Consequently, the temperature of the waste bumper can be controlled at a specific temperature slightly lower than a melting point of the waste- bumper small lumps.
