PROBLEM TO BE SOLVED: To effectively utilize external management resources. SOLUTION: A management resources utilizing device 2, provides a home page inviting management resources and ideas on the Internet based on the request from a contract enterprise, asking for participation of external management resources of ordinary person/group. When a terminal 5 owned by an ordinary person/group accesses the home page soliciting for management resources to specify enterprise/field and to apply for, a management resources exploitation device 2 registers the applicant as a virtual employee to introduce to a specified enterprise, and, if adopted, notifies a management resources terminal owned by the applicant of the adoption. Thereafter, the adopted virtual employee, using the home page soliciting for ideas, processes an idea related to product planning and transmits it to a contract enterprise terminal 3. The contract enterprise owning the contract enterprise terminal, if needed, makes an offer to discuss on the idea. Then, the contract enterprise and the adopted external management resource discuss, via the management resources exploitation device 2 in real time, so as to decide product planning.
