PROBLEM TO BE SOLVED: To provide a method and a device for generating a smaller application of Microsoft Windows which can be executed at a start-up time and eliminates the need to correct Windows. SOLUTION: This method includes a step for generating an executable program according to the control panel language(CPL) format of Windows, a step for storing the executable program in a 1st nonvolatile memory, a step for transferring the executable program from the 1st nonvolatile memory to a 2nd nonvolatile memory, and a step for constituting an operating system so that the executable program is started up after the operating system completes booting.
