PROBLEM TO BE SOLVED: To provide low temperature curable epoxy resin based powder coating compositions which can be cured at a temperature of lower than the curing temperature of the conventional epoxy resin based powder coatings and give coating films with inhibited occurrence of pinholes and coating film properties excellent in long-term reliability, and a method for coating the inner surface of a metallic pipe by using these compositions.;SOLUTION: In the powder coating composition comprising, as the essential components, (A) an epoxy resin having an epoxy equivalent weight of 500-2,500 g/eq and a softening point of 65-130°C, (B) a curing agent, and (C) a filler, the epoxy resin (A) is a bisphenol type epoxy resin, and the curing agent (B) is a basic nitrogen-containing heterocyclic compound.
