An electromagnetic actuator (1) for operating an internal combustion engine's valves has two electromagnets (2,3) with two-pole yokes (2a,3a) each with a coil (2b,3b). These electromagnets work with a lever (4) connected to a rotor tube (4a) swiveling round an axle (5). Inside the rotor tube a rotating tubular torsion spring (6) is firmly restrained at one end and linked to the rotor tube at the other. The torsion spring applies spring resistance to the lever.
