The catalytic burner comprises injectors (25, 26) for liquid fuel injection into a fuel and oxidizing gas pre-mixing section (24) and into a combustion chamber (50). The catalytic burner comprises: (a) a pre-mixing section (24) for mixing liquid fuel and oxidizing gas; (b) a burner section (28a, b) for burning the fuel mixture in the presence of a catalyst; (c) a combustion chamber (50) for burning a liquid fuel; (d) a first injector (25) for liquid fuel injection into the combustion chamber (50); (e) a second injector (26) for liquid fuel injection into the pre-mixing section (24); and (f) a passageway (27) for oxidizing gas supply into the pre-mixing section (24). Independent claims are also included for the following: (i) an evaporator heated by the above catalytic burner for evaporating a liquid; and (ii) a fuel cell system with the above evaporator, in which liquid, in the form of water or a hydrocarbon fuel, is evaporated and reformed and the resulting reformed gas is supplied to the fuel electrode side for electrical power generation.
