A composite catalyst comprises a catalyst particle and at least one substituent comprising a porous or network forming cation exchange resin or a porous or network forming hydrophobic polymer whereby the resin and the polymer are on the surface of the catalyst particles. Independent claims are included for; (1) A process for the production of the composite catalyst by adhesively bonding a solution, prepared by dissolution of at least one substituent in a solvent, with the surface of a catalyst particles followed by a phase separation to remove the solvent from the solution; and (2) A process for the production of an electrode for a fuel cell by pressing a mixture comprising the composite catalyst to form a catalyst layer.
