The power management handover technique has a mobile telephone (M) transmitting to a base station (BS1). The mobile telephone transmits regularly to each base station within range a command (TPC) power level instruction. A central processor (OGR) then adjusts the base station power levels to provide a smooth power handover to the second base station.
