PROBLEM TO BE SOLVED: To enable data to be distributed to each other normal client even if a client in trouble is present. ;SOLUTION: A server is equipped with a distribution management table which records 'undistributed', 'in failure' and the like as states of a client device. Here, one or more than one 'undistributed' client devices are selected from this distribution management table (S1), a response of the selected client device is confirmed (S2), the client device is specified to be a transfer origin client as a transfer destination client when there is a response; the 'in failure' is updated in the distribution management table (53) as a state of the client device when there is no response, and the step is returned to the above selection processing.;COPYRIGHT: (C)1999,JPO
