PROBLEM TO BE SOLVED: To adjust an electrode angle to a welding base material to a proper value in accordance with the position of the welding electrode. ;SOLUTION: A tilting shaft 44 is fixed so as to make it tiltable freely on a truck 16 that moves on rail 14 over the entire circumference of a fixed tube 10, and a torch 46 is also fixed on the tilting shaft 44, with an electrode 48 stored inside the torch 46.
