PROBLEM TO BE SOLVED: To shorten the startup time of a network management agent by speeding up the storage of management information in a management information data base that the network management agent is managing. ;SOLUTION: An administrator inputs a management information data file 131 wherein management information is described in a text form by using a text editor 100. Then the administrator generates a common library 133 wherein the management information is described in a form which can be processed by the network management agent by using a translator 110 and a compiler 120. The common library 133 is generated only when the translator 110 judges that the management information is adequate.
