PROBLEM TO BE SOLVED: To provide a licensing device allowing easy business talk of licensing and a licensing method.;SOLUTION: A server 10, when receiving a retrieving command from an applicant terminal 201 through an internet NET, retrieves licenser information and character information from a database storing means 22, and transmits retrieving result. The server, when receiving an application registrant ID and a password for desiring a contract from the applicant terminal 201, transmits application document screen data to the applicant. Additionally, the server transmits article commercialization application document data to a terminal 202 of the licenser when receiving application data from the applicant, and transmits permission or refusal of the license to the applicant when receiving the permission or refusal of the licensing from the terminal 202 of the licenser.;COPYRIGHT: (C)2002,JPO
