PROBLEM TO BE SOLVED: To transfer the license information of software while preventing the illegal use of the software.;SOLUTION: In this system for managing the license of software to be installed in a device, a license information issuing server 101 is provided with a license information issuing means for issuing license information for permitting the introduction of software to a user terminal when a request for the permission of the introduction of software is inputted from the user terminal based on license information which has been already issued to another device and an introduction inhibiting means for inhibiting the introduction of the software to the terminal equipment to which the license information has been originally issued.
