PROBLEM TO BE SOLVED: To completely destroy and eliminate recorded information in order to prevent the leakage to outside or the illegal use of the recorded information when an information recording medium, on which the information has been recorded by using a metal thin-film or the like, is discarded.;SOLUTION: A high-voltage current is generated on an information recording film in an information recording plate by high-frequency induction or dielectric within a short time and, when fissure is generated in the information recording film by this current to destroy recorded information, in order to destroy the proper amount of the information recording film, light generated following the destruction is detected and, after the fixed period of the signal generation of the light or when signals are accumulated to reach a fixed amount, high-frequency irradiation is stopped.;COPYRIGHT: (C)2002,JPO
