PROBLEM TO BE SOLVED: To provide a magnetoelectric conversion device which is uniform in characteristics and hardly malfunctions due to the effect of outer magnetic noises, a magnetic sensor using the same, and a method of manufacturing the same.;SOLUTION: A magnetoelectric conversion device 10 includes a board 12 formed of non-magnetic material. A protective layer 16 having a stress relaxation effect is formed on the board 12 through the intermediary of an adhesive layer 14. A magnetoresistive effect layer 18 that varies in electric resistance, depending on the intensity of an applied magnetic field is supported on the protective layer 16. Short bar electrodes 20 are provided in the magnetoresistive effect layer 18 at certain intervals.
