PROBLEM TO BE SOLVED: To provide a moving image compressor, with which data for detecting a so-called cut without a correlative relation between two timewisely continuous images can be efficiently prepared.;SOLUTION: Such an MPEG moving image compressor 2 executes compression encoding of moving images by utilizing DCT encoding based on spatial correlative relation and predictive encoding between motion compensating frames based on timewise correlative relation. Besides, in the process of such predictive encoding between motion compensating frames, a motion vector predicting part 21 generates motion vector predictive data showing the moving amount of a certain portion inside a picture. Then, this MPEG moving image compressor 2 outputs output from such a motion vector predicting part 21 as data for cut detection simultaneously with such compression encoding.;COPYRIGHT: (C)2002,JPO
