PROBLEM TO BE SOLVED: To provide a scrap melting method and a scrap melting device in which a polluted range by hazardous substances can be suppressed to a minimum when hazardous substances such as radioactive substances are melted in an induction heating furnace, and the volume reduction ratio of the scraps is increased without causing any forming during or after the melting and cavities in a slag layer when the slag is solidified. SOLUTION: In this scrap melting method in which the scraps are stored in a graphite containing crucible 1, the scraps are induction-heated by induction coils 4 and 5 disposed on an outer circumference of the graphite containing crucible 1 to separately melt a slag layer and a metal layer 3, the induction heating is implemented by controlling the output of the induction coils 4 and 5 so that the slag layer 2 located on an upper part in the graphite containing crucible 1 is higher in temperature than the metal layer 3 located on a lower part in the graphite containing crucible 1, and the slag layer is melted so that the surface tension of the slag layer 2 is reduced.
