PROBLEM TO BE SOLVED: To enhance level adjusting mortar and also reduce cracking to a minimum.;SOLUTION: Mortar M is filled or placed between the top surface of a wheel guard 2 and the bottom surface of the base portion 3a thereby adjusting the level of the high balustrade, an anchor bolt 6 is inserted to an insertion hole 3c and erected vertically on the wheel guard and the anchor bolt 6 is fixed by screwing a nut 7. The mortar M is hardened after the front and rear of a net body 8 have passed through and in a state where the intermediate portion 8a is embedded, and the mortar M is adhered to the top surface of the wheel guard and the bottom surface of the high balustrade. The net body 8 united with the mortar M as one body after its solidification substantially enhances the adhesion of the mortar M to the high balustrade 3 and also prevents the cracking of the mortar M and its separation from others.;COPYRIGHT: (C)2002,JPO
