PROBLEM TO BE SOLVED: To determine the routes and the wavelengths of optical paths in a wavelength multiplexing network so that the number of optical cross-connecting devices having respectively wavelength converting functions is reduced to a minimum.;SOLUTION: In the determining method, with respect to all optical paths, whether each of all the optical paths which includes a node Nn (n is an integer of 1-N) neither as a starting point nor as a terminating point performs a wavelength conversion at the node Nn or not is decided. Then, when all the optical paths perform to wavelength conversion at the node Nn, a numeric value Wn is recorded as 0, and when at least one of all the optical paths perform the wavelength conversions at the node Nn, the numeric value Wn is recorded as 1.
