PROBLEM TO BE SOLVED: To provide an inexpensive, sate and reliable method for treating PCB and dioxins(DXN), which serve as endocrine disruptors.;SOLUTION: Electromagnetic action is exerted on a liquid by means of a fine bubble generator 3 for generating hyperfine bubbles 10 while putting out ultrasonic waves, an active air generator 2 for supplying an large electromagnetic field, and a PCB treating liquid (metal-ion aqueous solution) for the purpose of allowing a water molecule to generate fiery kinetic energy. The hyperfine bubbles 10 are diffused all over the water polluted with PCB and DXN, and the thermal energy generated on this occasion permits persistent PCB, DXN, etc., of 99.7% or more to be decomposed and removed. The thermal energy of water is made to rise as above for the purpose of having only to impart low energy to the polluted water, miniaturizing equipment, and reducing initial and maintenance costs.;COPYRIGHT: (C)2002,JPO
