PPROBLEM TO BE SOLVED: To provide a decomposition/cleaning method and apparatus for hazardous substances such as dioxin and PCB that directly oxidatively decomposes persistent compounds insoluble in water by oxidative decomposing electrolytic water because many persistent compounds pose the serious problem of water-insolubility though it is possible to electrochemically oxidatively decompose the persistent compounds slightly dissolved in a waste liquid. PSOLUTION: The hazardous substance decomposition/purification method dissolves or disperses and solubilizes the persistent hazardous substances such as dioxin or PCB in a stable solvent or an aqueous solution stable to oxidation by electrolysis, oxidatively decomposes by adding oxidatively decomposing electrolytic water generated by electrolyzing the electrolytic aqueous solution with an electrolyzer 1 to the mixed liquid.
