PROBLEM TO BE SOLVED: To provide an ordinary temperature curable photocatalyst having high adhesion strength, photocatalytic action and photocatalyst film strength, a method for manufacturing the same, a coating solution for the substrate layer of the photocatalyst, a coating solution for a photocatalyst film and a functional body using the same.;SOLUTION: The photocatalyst comprises a substrate 1, the substrate layer 2 formed by bonding metal oxide fine particles 2a with a mean particle size of 10-100 nm comprising an oxide of a metal selected from the group consisting of Al, Ar, Si, Ti, Zn, Mg, Y, In, Sn, Ta and Sb by a binder 2b based on an Si compound and having at least a porous surface and arranged on the surface of the substrate and the photocatalyst film 3 formed by bonding photocatalytic metal oxide ultrafine particles, which are based on titanium oxide ultrafine particles preferably having a mean particle size of 4-10 nm smaller than the mean particle size of the metal oxide fine particles 2a of the substrate layer 2, by an ordinary temperature curable binder 3b and arranged on the substrate layer 2.
