PURPOSE: A novel vanadium-rhodium/TiO2 catalyst for selective catalytic reduction of nitrogen oxides including sulfur dioxide at low temperature of less than 250deg.C is provided, which is characterized in that tungsten is impregnated on TiO2 to avoid catalyst poisoning due to ammonium sulfate. CONSTITUTION: The present invention is characterized in that based on the weight of TiO2, Rd and Vd are impregnated on W-TiO2 complex support material in an amount of 0.1-2 wt.% and 0.1-2 wt.%, respectively wherein tungsten is impregnated on TiO2 support material in an amount of 1 to 10 wt.%, based on the weight of TiO2.
