PURPOSE: A basin soil storage capacity-increasing device having a leaky pipe is provided to increase storage capacity of a soil layer in a basin and to prevent inundation, drought or pollution of rivers flowing along an urban area paved with impermeable paving materials such as asphalt or concrete. CONSTITUTION: The basin soil storage capacity-increasing device having a leaky pipe comprises: a screening instrument for taking and passing rainwater flowing on a pavement layer(10), then filtering impurities mixed in rainwater; a grit chamber(48) for passing the rainwater and settling down sand and soil in the rainwater; and at least one or more leaky pipes(20) provided with many holes(22) for taking the rainwater passed through the grit chamber(48) by a connection pipe(18), then draining into a soil layer(12).
