According to water quality requirement for the river health, and in order to solve the imbalance between water quality and designated use question, this paper analyzed the S-P model modified by the introduction of sedimentation and suspension coefficients (K3) and then established the methods of calculating water capacity of rivers and reservoirs in arid inland river watershed. The research water environmental capacity of the Manas River and Moguhu reservoir were calculated under the designed hydrological conditions in this paper. Based on contamination prediction, the gross pollutants control scheme for the years of 2010 and 2015 in the river and the reservoir was proposed, providing a scientific basis for water resources protection and management
