The heating element (1) has at least one electrically powered heating resistance for generating heat in the form of a low voltage heating mat (2) with carbon atoms connected in a similar manner to graphite in accordance with P 199 29 976. The heating element is fitted permanently in or on the floor of a mobile dwelling unit. Independent claims are also included for the following: the use of a flat heating element for generating heat in the floor of a mobile dwelling unit.
