The device prevents starting of a motor vehicle by unauthorized persons or those unsuitable for driving due to diminished physical conditions or to the intake of drugs or alcohol. It is based on the comparison of reaction times of a person capable of driving a motor vehicle with those, retarded, of a person unsuitable for driving. A membrane key (1) is used, capable of reading and recognition of the finger-print of the persons authorized to drive a motor vehicle. An ignition indicator of the starting signal (2) of the driving suitability test indicates any inhibition to driving on the part of a person who has initiated the engine starting procedure. A warning indicator (3) is connected to the luminous membrane key, with analogous and complementary functions to those of the key. A micro-processor (4) is provided with a plug memory, CAN interface, input for reading finger-print signals, input for reading reaction times, output for illumination of a lamp and an indicator (3), output for connection to a GPS/GSM unit (5), and an output for connection to the electrical equipment of the engine (6).
