The plate includes insulating and reflecting surfaces (3) on metal surfaces (2), which are connected in an electrically insulated way. Two layers consisting of a binder (4) enriched with luminescent pigments and a transparent electrically conducting paste (5) form a flat capacitor with the metal surface. Supplying an alternating current to the metal electrode and the transparent layer as the second electrode excites the luminous layer.
