PROBLEM TO BE SOLVED: To prevent the battery efficiency from lowering and a carbon plate and electrolyte from deteriorating by providing insulating resin sheets formed into frame shape on both or one face of a carbon plate in a portion contacting with the electrolyte of the carbon plate and not contacting with electrodes. SOLUTION: A carbon plate is fitted to a chloroethylene resin frame and both are welded by tetrahydrofuran to be integrated together. Or, a hard vinyl chloride sheet is thermocompression bonded to a portion to be a welding margin with a carbon plate frame manufactured by a dry method using chlorinated polyethylene, carbon black, and graphite to integrate with the frame. The carbon plate is incorporated in a cell so that electrolyte is prevented from oxidized/ reduced in a portion where the insulating sheet on the carbon plate is welded or compression bonded, and therefore the cell and the electrolyte are prevented from deteriorated and the efficiency is also prevented from lowering.
