PROBLEM TO BE SOLVED: To encode a moving image at a variable rate and in real time and to obtain the encoding data of high picture quality in a short time by deciding the quantization width by the function arithmetic processing and based on the average quantization width as well as the number of codes produced per unit time in an image. ;SOLUTION: This moving image encoding device decides the quantization width by a code number controller 106. A code counter 301 of the controller 106 counts the number of codes produced in every screen, and an average quantization width computing element 302 calculates the average quantization width in every screen. A unit time information calculator 303 calculates the number S1 of produced codes converted into each unit time of every screen and the average quantization width Q1 based on the number of codes produced in every screen and the average quantization width. A function setter A 304 sets a function f:S=f(Q), and a function setter B 305 sets a function g:S=g(Q) passing the points (S1, Q1). The intersecting point is calculated between the functions f:s=f(Q) and g:S=g(Q), and a quantization width decider 306 outputs the value of Q of the intersecting point as the quantization width.;COPYRIGHT: (C)1998,JPO
