PROBLEM TO BE SOLVED: To provide a moving image compression coding method by which compression coding of high definition image data such as data for HDTV is processed at high speed, and also compression coding with a high S/N versus code quantity is attained. ;SOLUTION: In this method, a plurality of frame images are divided into a horizontal axis, a vertical axis in each frame and a time base in an inter-frame direction to obtain 3-dimension blocks 22, and each of the 3-dimension blocks 22 divided in the 1st step is divided by a vertical plane with respect to the horizontal axis, the vertical axis and the time base to obtain a 2-dimension block group 23.
