PROBLEM TO BE SOLVED: To solve the problem in a conventional filtering method of message that the filtering of a message deemed less reliable is possible, but only a system for eliminating virus can filter a message from an unknown sender or a novel message.;SOLUTION: A newly-arrived message is stored in a newly-arrived message DB 220. A message selection means 230 gives high reliability to the newly- arrived message stored in the newly-arrived message DB 220 when this newly- arrived message is differed in transmitter from a message already stored therein but has the same contents of message, or an information source is specified in the contents of the message, or no uncertain expression is included in the message, and stores it in a selected message DB 230.
