PROBLEM TO BE SOLVED: To determine the cause of a trouble in grounding.;SOLUTION: This device is provided with a zero phase current detecting means 6 for detecting a zero phase current of a power transmission line 3, a zero phase current storage means 7 for storing the zero phase current, an approximate value computing means 8 for computing an approximate value of an envelope in the phase current, an approximate value change extracting means 9 for detecting an inclination of the approximate value of the envelope just before generation of the trouble, a phase voltage detecting means 10 for detecting a phase voltage of the power transmission line 3, a phase voltage storage means 11 for storing the phase voltage, a troubled-circuit resistance computing means 12 for computing a troubled-circuit resistance under zero of the zero phase current in a circuit including an arc generated in a troubled point of the power transmission line 3, based on the phase voltage and the zero phase current, a troubled-circuit resistance extracting means 13 for detecting time-serial transmission of the troubled-circuit resistance when the phase current comes to the zero point, and a trouble cause determining means 14 for determining the cause of the trouble in the trouble point, based on the inclination of the approximate value of the envelope and the change with time of the troubled-circuit resistance.;COPYRIGHT: (C)2004,JPO
