PROBLEM TO BE SOLVED: To adjust the concentration of an aqueous solution of a guest compound forming a hydrate. SOLUTION: The concentration of the aqueous solution of the guest compound for forming the hydrate is measured. When the concentration of the measured guest compound exceeds an upper limit value of previously set standard concentration, water is supplied in the aqueous solution so as to dilute the concentration of the guest compound below the upper limit value. When the concentration of the measured guest compound is below the previously set lower limit value, the aqueous solution is heated to evaporator water or supply a condensed solution in the aqueous solution so as to concentrate the solution above the lower limit value. Thus, the concentration of the aqueous solution of the guest compound for forming the hydrate is adjusted.
